Registering your Lusitano foal with the LBSGB and APSL, with issue of a Passport.

It is mandatory that all horses in the EU have a passport by 6 months of age, and this passport must be compliant with all EU and DEFRA requirements. LBSGB is a Passport Issuing Organisation and our new passports are fully EU and DEFRA compliant.
It takes a lot of time to get the documents needed for a passport back from APSL in Portugal. Don’t leave your application to the last minute or your passport will not arrive before your foal is 6 months old!!!!!

REGISTERING YOUR PURE BRED FOAL.

A PURE BRED FOAL IS ONE THAT HAS BOTH PARENTS GRADED AND BOTH WITH AN APSL BOOK OF ADULTS NUMBER.
If neither parent is graded or has no ‘Book of Adults’ number your foal is NOT able to be registered as Pure Bred.

The first thing to do is to contact the Stud Book Secretary and ask for a DNA Sample Kit to be posted to you, together with form V5,  the LBSGB Initial Registration Application form and the LBSGB Passport Application form.
Form V5 is the Outline Diagram form.

Next, arrange a vet’s visit soon after the birth of your foal but after you have received the DNA Sample Kit and all the forms.

Ask your vet to take a sample of mane hair, including the roots, and put it in the bag supplied in the Kit. Ask him to fill in the label that arrived with the Kit and seal the bag with the appropriate sticky label so the bag is tamper proof.
You must be very careful when completing the DNA Sample Request form. There are 89 Lusitanos registered as ZEUS. You must make sure you provide the correct spelling and the correct identity number of the parents of your foal. Otherwise the parentage will come back as “not the offspring of these parents” if you have given the wrong parentage identification.  You will need the Book of Adults number or the NIN number for both parents. The numbering is quite confusing so please ask the Secretary for help to get this right. It save a lot of time and cost if it is all correct first time.

Ask your Vet to clearly fill in the V5 Form, draw the markings of your foal on the diagram and sign and stamp the form.

You must then fill in the LBSGB Initial Registration Application form and Passport Application form and sign them. You need to make sure everything is filled in and can be clearly read without mistake, especially with Portuguese spelling of names and numbers.
Put the DNA sample and its paperwork together with the completed and signed V5 Form, the LBSGB Initial Registration Application form plus the Passport Application form in a large A4 envelope with the correct postage (more than you think!) and send to the Stud Book Secretary, making sure you include the appropriate fee.

THE STUD BOOK SECRETARY’S JOB is as follows;
The DNA sample and paperwork will be sent to AHT Laboratory in Newmarket for production of a DNA profile and proof of parentage.
If the parentage is proven then the V5 Form, the LBSGB Initial Registration form, the DNA profile and proof of parentage will be sent to APSL with a request for registration in the Book of Births.
APSL will send back to me a Boletim (certificate) showing that your foal is registered in the Book of Births and has a Book of Births number. I will send this form to you once I have copied it and filed it into the LBSGB Stud Book.
Once the foal has a Book of Births number I can go on line and complete the Passport Application for your Pure Bred foal and approve printing it.
When I receive the Passport I will copy the Certificate of Origin page for our LBSGB Stud Book and send you the passport to be signed for when it arrives.

REGISTRATION OF PART BRED LUSITANO AND CRUZADO FOALS.

Please contact the Stud Book Secretary for advice on how to do this.

IDENTITY ONLY PASSPORTS

It is mandatory for all horses in the UK to have a Passport by 6 months of age. There are circumstances where an Identity Only Passport can be issued in order to comply with the law. Please contact the Stud Book Secretary for help with this.

CHANGE OF OWNERSHIP DETAILS
Horses imported from outside the UK that are Pure Bred Lusitanos with registration in the APSL Book of Births or Book of Adults must be registered to their new owners before they can compete, be graded, or have any young stock attributed to them.
Change of Ownership for pure bred Lusitanos. NOTE: – You can only change ownership from the previous REGISTERED owner to a new owner.

CHANGE OF OWNERSHIP FOR PURE BRED LUSITANOS BOUGHT IN THE UK FROM A UK OWNER
This is the simplest change of ownership to do.
1. You will need to download the ‘LBSGB Change of Ownership form’ and fill it in very carefully giving all the correct breeding and registration numbers. Please ask for any help to do this as it is much better to get the forms right first time.
2. You will need to scan the Certificate of Origin from the Passport.
3. You will need a Bill of Sale for your horse that unequivocally identifies your horse (UELN number from the Passport for example) and gives the name and address of the Vendor and the Purchaser and is signed by both parties. You can blank out any price information.
4. You will need to download the ‘APSL Change of Ownership form’ and fill it in and have it signed by both you as the applicant for a change of ownership, and the Vendor.
5. Scan all these documents and send to the Stud Book Secretary. You can send a hard copy but scan and email is by far the quickest way to send the documents.
6. Send a cheque for the appropriate amount to the Stud Book Secretary at the same time.

CHANGE OF OWNERSHIP FOR PURE BRED LUSITANOS BOUGHT FROM PORTUGAL
The steps are the same as buying from a UK owner in the UK except that you will not need a Bill of Sale.
You will need the Vendor to sign the APSL Change of Ownership form AND provide you with a scanned copy of both sides of their ID card. This is in order for APSL to verify the signature of the Vendor on the APSL Change of Ownership form. It is normal to do this in Portugal but make sure you get this when you buy your lovely new horse.
IMPORTANT – keep reading!: The Stud Book Secretary will send you the Boletim from the APSL recording you as the owner of your horse after the APSL has sent it to me.  It is your proof of ownership so keep it very safely. There will be a copy of the Boletim filed in the LBSGB Stud Book.
. Please can all you discerning buyers of PSL horses in Portugal be aware that the legal ownership of your lovely new horse is recorded by APSL using data supplied by your Portuguese vendor. If you have a UK address the legal document (the Boletim) for this change of ownership will be sent to LBSGB, to the Stud Book Secretary, together with the APSL charge for doing this work. It is your proof of ownership. You will need it if you ever sell your horse. If you buy in Portugal it will be a great help if you let Morwenna (the Stud Book Secretary) know the name of your horse and your email address so that I can let you know when your Boletim arrives.

Change of ownership for part bred Lusitanos
This is much simpler. Fill in the LBSGB CHANGE OF OWNERSHIP FORM and scan and send that together with a scan copy of the certificate of origin from the passport, plus a scan of the bill of sale, (you can block out the amount), plus the appropriate fee to the Stud Book Secretary.

Please contact me if you have any questions. I am happy to help you through the sometimes very confusing process of filling in these forms!
